NOTES OF COMPTON MARTIN PARISH COUNCIL MEETING

Mr Durbin brought up the problems of the weight restriction from Churchill to Burrington. RC confirmed he was going to request that this item be placed on the agenda for discussion as an additional item
Correspondence
Land Opposite Tinkers Lane
Councillors had received a copy of a letter from residents in The Barton concerning the overgrown state of the land opposite and the problems they were experiencing with rats.
The Clerk explained that she had taken the decision to try to find out who the land owner was and had been in contact with the Land Registry. It was confirmed that the land was registered in the name of Mr A Williams from Cheltenham. The Clerk had contacted the address given, but was unable to locate a Mr Williams.
It was decided the Clerk should
- Write to B&NES Environmental Health concerning the health issues on the land.
- Write to B&NES Planning to endeavour to find out who owns this land.
- Write to the residents to explain what action had been taken to date.
An email had been received from Adrian Neilson concerning the telephone box in Compton Martin which was under threat. He advised the Parish Council to make an application to list the K6 telephone kiosk , and he would assist in this application. The Clerk was asked to action this
The Pond
It was reported that the level of water in the pond was reducing. A man with experience with ponds and ornamental fish from Kingston Seymour was removing the fish and relocating them to a more suitable pond. The working party confirmed that they had tried to remove the weed by hand but this was not possible, and as the project had got to this stage the pond should continue to be drained and arrangements be made for mechanical assistance. Mr M Weaver had agreed to provide excavation machinery and Mr Curry would provide machinery to remove silt and weed.
It was explained that the pond was a mill pond and the carp and goldfish had been introduced by people without prior permission. Together with the water lilies this had changed the dynamics of the pond. The working party felt it was inevitable that having firstly investigated the cleaning of the pond there was a need to continue with the work required. Mr Weaver and Mr Curry were thanked for providing machinery to enable this work to be carried out
Beech Trees
Further tests were being carried out. The Report had not been received from Mr Walker of All Trees Services. The clerk had however spoken to the Insurance Company and provided the Parish Council was following expert’s advice the trees would be insured in the interim

External alterations to removal of existing rendered first floor extension to east elevation, formation of door opening to west elevation and provision of gate access opening in garden wall.
The Parish Council supported this application
Highways
Sue Dury will monitor the twice monthly visits from the B&NES Highways Team and liaise with Wayne Honey, who is Compton Martin’s Area Representative. It was agreed The Batch and the verge from Dukes Farm to Tinkers Lane was in need of more careful attention.
Philip Durbin confirmed that signs had been erected by Moat Farm regarding the safety factors of the moat itself due to lack of fencing, the Clerk was able to confirm that B&NES had confirmed the work needed was their responsibility, and a suitable contractor was being sought.
North Somerset Council Weight Restriction Churchill to Burrington
Richard Curry reported that this experimental weight restriction will commence on 21 July 2008. We had received no information from B&NES nor any advance warning road sign. A number of people had approached him concerning this matter. There would now be a need to obtain a permit, the extra mileage required was obviously going to put up travelling costs. The permit appeared to only be valid for 4km outside the experimental area which would mean no relative HGVs would be able to travel to Compton Martin.
He further reported that on the North Somerset website it was stated that lengthy consultation had taken place to meet continued concerns from local residents in the area regarding safety, obstructions and damage caused by heavy goods vehicles. He was concerned that the experiment is expected to be in place for up to 18 months, reviewed 6 monthly when decisions will be made to continue amend or make it permanent. No mention was made of the possibility of the decision to be discontinued.
It was proposed that the clerk write to North Somerset Council expressing the concern of the Parish Council in particular addressing the issues discussed above.
A copy of this letter is sent to Ubley Parish Council and also B&NES with a copy to Victor Pritchard.
Report from District Councillor
It was reported that the drive for 18,800 houses will continue. The Government consider the economic climate as a three year blip and that 18800 houses will still not be sufficient.
Primary schools in the area were being assessed and he was pleased to report that Ubley Primary School’s assessment was extremely favourable
